The Fourth National Congress of URSI-Turkey National
Committee was organized at Akdeniz University, Antalya, Turkey on Sept
20-22, 2008. The members of the organization Committee were Professors A.
Altintas, Birsen Saka, Selcuk Helhel, Sukru Ozen, Omer Colak, Huseyin
Goksu and Gokhan Cinar. Most of the hard work of local organization has
been done by Selcuk Helhel, Sukru Ozen, Omer Colak, Huseyin Goksu, Ali
Sukru Onural, Cumhur Basaran and Burcu Toprak of Akdeniz University. Mr.
Ayhan Dolanay of Antalya Branch of Chamber of Turkish Electrical Engineers
(EMO) took part in the Committee along with the generous help of
EMO-Antalya. The aim of the congress was to bring together Turkish
scientists and engineers working in the URSI related areas, and to
encourage and motivate the young scientists and students in URSI topics.
The official opening was done by Prof. I. Kurtcephe, the Rector of
Akdeniz University and Prof. A. Hamit Serbest of Cukurova University,
Chair of URSI-Turkey National Committee. The plenary talks were given by
Prof. Kazuya Kobayashi of Chou University, Tokyo, Japan on the diffraction
from filled waveguide structures and Prof. Y. Tulunay on ionopheric
propagation. In the technical program, there were more than 100
participants with 90 presentations from different institutions all over

IEEE Turkey Section and AP/MTT/EMC/ED chapter supported the
organization of the student paper contest. The three outstanding
presentation prize in the contest went to Hayrettin Yuzer and Nihan Gokalp
of Middle East Technical University and C.A. Tunc of Bilkent University.
Hayrettin is also affiliated with Zonguldak Karaelmas University.
URSI Turkey National Committte is very much thankful to Akdeniz
University, Tubitak, EMO-Ankara for their sponshorship. Without their
generous help, the congress would not have been that successful.
